Adjust balance spring

I have tried everything I could think of to solve this problem. A previous clock went too fast, so I tried different springs and adjustments, etc., but got nowhere.

Another clock I am working on is going too slow. Cleaned it three times tried all f/s adjustments, but the best I could get is a two min. loss in a day. Any help would be great. Thanks Ken
