It certainly looks French and could have been manufactured late 1800's. By the cup design on top of the clock it could be a French Garniture type clock - for example it may have come originaaly with two small matching urns or candlesticks. The base may have been added later - if you can source a glass dome for the clock it would add to the value of the clock. Also try looking carefully at the case it may have a makers name stamped somewhere on the case.
If you can find a makers name it would also add to the value of the clock. Hope this helps.
